This is worked out using set guidelines called Reasonable Living Expenses (RLEs).

RLEs determine how much money you need to maintain a reasonable standard of living, before any payments are made to your creditors. Their purpose is to ensure your essential living costs are protected while you deal with unmanageable debt.

What Are Reasonable Living Expenses (RLEs)?

RLEs are the essential, day to day living costs that you or your household are allowed to keep when entering into an insolvency solution such as a Personal Insolvency Arrangement (PIA) or Debt Settlement Arrangement (DSA).

They cover the basic but necessary costs of living, and make sure you are not asked to pay more than you can reasonably afford.

Who Sets RLEs in Ireland?

RLEs are set by the Insolvency Service of Ireland (ISI), using research from the Vincentian Partnership for Social Justice.

The ISI reviews and publishes guidelines each year outlining the minimum costs needed for a reasonable standard of living across different household types, such as single adults, couples and families with children.

Personal Insolvency Practitioners (PIPs) use these guidelines to assess affordability in a consistent and fair way.

What Do RLEs Include?

RLEs usually cover the following essential areas:

Housing costs (rent, mortgage, property taxes, insurance)

Food & groceries

Utilities (electricity, heating, waste charges, broadband)

Transport (fuel, public transport, car tax, insurance, maintenance)

Household goods & personal care

Clothing & footwear

Health care and medications

Education costs for children

Communications & social participation (phone, internet, basic leisure)

These categories are meant to reflect a fair and modest, but dignified standard of living.

Additional expenses and Special Circumstances

Alongside the core RLE amounts, you may also be able to include necessary additional expenses, where they are reasonable and supported by evidence. These can include:

Childcare costs (e.g. crèche, after-school care, childminder)

Medical expenses not covered by health insurance or medical cards

Special dietary needs or disability-related costs

A second vehicle, if genuinely required for work, school runs or family logistics

Maintenance payments (e.g. child or spousal maintenance)

Travel costs for separated parents visiting children

Education-related extras (uniforms, books, exam fees, travel to college)

This ensures the process can be adapted to real family situations rather than applying a one size fits all figure.

How RLEs affect what you can afford to repay

Affordability is worked out in a simple way:

Your total household income is assessed – this includes wages, social welfare, maintenance payments and other income.

Your Reasonable Living Expenses are deducted – including any approved additional costs.

What is left over is your available income.

This amount is then offered to creditors as part of your insolvency solution.

This approach protects you and your family from being pushed below a reasonable standard of living and ensures that repayment plans are fair and sustainable.

Frequently asked questions

Can creditors challenge RLEs?
They can review them, but RLEs must always follow ISI guidelines and allow for a reasonable standard of living.

What if my income is lower than the RLE amount?
Your PIP will go through all available options with you. Insolvency may still be possible depending on your situation.

Are RLEs the same for everyone?
No. While there is a baseline amount, RLEs are adjusted depending on household size, the age of any children and special circumstances.

Need Help Understanding Your RLEs?

Working out your RLEs and what you can realistically afford to repay is one of the first steps in considering insolvency as a solution to problem debt.

We can help you calculate your RLEs and explain all of the options available.
